Communications Watch Officer Responsible for the management and administration of two separate Special Intelligence Communications Centers, consisting of two mini-computers, 28 workstations and over 200 circuits processing 12 million messages annually. Supervised the performance, development, and safety of an eight-person watch team. Provided communication support for eight area tenant commands and various ships of the Pacific Fleet.
Awarded the Joint Service Achievement Medal. Cited for exceptional meritorious service as Communications Watch Officer for the Pacific Special Intelligence Communications Center. Demonstrated a comprehensive knowledge of communications procedures and architecture and provided outstanding service to customers with nearly 100 percent circuit reliability of over 200 communications circuits.
- Skilled mini-computer operator. Supervised and operated both Digital Vax Server 4000-300 and AT&T 3B2 computer systems using Unix and X-Windows.

Naval Computer and Telecommunication Area Master Station (NCTAMS)
Wahiawa, Hawaii

Managed the 14 member Information Systems division of the Naval Security Group Department, Naval Computer and Telecommunication Area Master Station for
the Pacific in Wahiawa, Hawaii from June 1997 until the facility closed in June of 1998. This division was responsible for a 71 node, 200 user, three server Novell Netware 4.11 Wide Area Network spanning two buildings and connected to a global government network. I was also responsible for two technical control facilities where 38 operational communications were managed.
- Wide Area Network Administrator August 1995 - February 1996
Wide Area Network Administrator for the Novell 3.12 Network. Including those components mentioned above I was responsible for managing and maintaining a LINUX mail gateway which provided e-mail support for Commander-in-Chief Pacific, Commander-in-Chief Pacific Fleet, Naval Security Group Department Pearl Harbor and Naval Air Station Barbers Point Hawaii. Naval Security Group Activity Anchorage Alaska, and Yokosuka Japan.
- Implemented a virus protection program at Naval Security Group Department, Wahiawa, that included security procedures for bringing magnetic media in an out of the facility and automatic network scanning and client (workstation) scanning. The facility was never infected by any virus.
- Earned Network Administrator qualification (Naval NEC 9302) through self-study and on-the-job training. Cleared over 200 trouble calls in one year as Network Administrator and was praised for improving "virtually every aspect of LAN operations.
- Adjunct Faculty Instructor for the Operational Information Systems Security course. This course is the required course for all computer security managers in the U.S. Navy.
- Managed a budget of up to $75,000 dollars and assets of over $15 million dollars and was specifically cited for "exceptional personal initiative" in saving over $12,000 dollars in formal training costs.
- Provided instruction and training to station personnel on how to access and use Novell network resources including printing services, drive mapping and attaching to remote servers. Regularly provided instruction on cc:Mail, Microsoft Word and WordPerfect software.
Awarded Navy and Marine Corp Achievement Medal (Second Award). Cited for astute management of an eight person workcenter through three major system upgrades and expansion of mission requirements while maintaining "a delicate balance between providing timely communications support to the fleet and superb management" of the work center.
Awarded Good Conduct Medal (Fourth Award).
Naval Security Group Activity Northwest
Chesapeake, Virginia

Communications Watch Officer at NSGA Northwest supervising a watch team of between 12 and 18 persons. I was responsible for a 550 circuit technical control facility and a major fleet relay and message processing center comprised of two fleet broadcasts, two UNIX based computerized ship/shore communications networks and utilizing GTE-1000 and PDP 1170 mini-computers message relay systems.
Awarded Navy and Marine Corp Achievement Medal. Cited for providing timely communications support for the Fleet, Joint Commanders and shore based Headquarter Commands.
- Awarded Letter of Commendation by Admiral Stevens, Commander, Naval Security Group Command for Outstanding Performance while serving as Communications Watch Officer. Cited for exceptional technical competence and dedication to duty and for astute management of watch section personnel during a period of high tempo operations and personnel shortages.
- Awarded Commanding Officer's Letter of Commendation. Cited for exemplary performance and devotion to duty while assisting the command in preparation for an Inspector General's (IG) inspection. Specifically cited for my review and rewrite of job qualification requirements and final qualification tests in four areas of communications and cryptology.
- Cited for providing expert training and instruction to four new Chief Petty Officers on the duties and responsibilities of the Communications Watch Officer.
- Experienced in Total Quality Management. Served as a Department Quality Advisor and Process Action Team leader. My watch team set the pace for training in Total Quality at this command.
Naval Security Group Activity, KamiSeya, Japan
March 1989 - March 1992
Communications Watch Officer. After my return from Operation Desert Storm I assumed the duties of Communications Watch Officer. As A Communications Watch Officer at NSGA KamiSeya, Japan where I supervised a watch team of between 10 and 14 persons responsible for a major special intelligence communications center utilizing GTE-1000 and PDP 1170 mini-computers, a large technical control facility and message processing center. This communications center supported ships in the western Pacific, Commander Task Force 72, and other commands in the western Pacific and Indian Ocean.
- Promoted to Petty Officer First Class.
Awarded Good Conduct Medal (Third Award).
In addition to my work as a Communications Watch Officer I also deployed on the missions and vessels listed below.
Battleship USS Missouri (BB63)
November 1990 - May 1991 (Desert Shield/Desert Storm)
While stationed at Naval Security Group Activity, KamiSeya I was assigned as Leading Petty Officer of the cryptologic, division onboard USS Missouri during Desert Shield and Desert Storm where I directly supervised between seven and fifteen persons in this division
and was responsible for cryptologic and communications support to embarked Commander, Destroyer Squadron 22. The Battleship Missouri was deployed in the Persian Gulf for the duration of combat operations.
Awarded Combat Action Ribbon for sixty-six days of combat operations in the northern Persian Gulf hostile fire zone during Desert Shield and Desert Storm.
Awarded the Kuwait Liberation medal by the government of Saudi Arabia, for combat operations resulting in the liberation of the nation of Kuwait.
- Awarded the Kuwait Liberation medal by the government of Kuwait in recognition of combat operations
resulting in the liberation of their country.
- Awarded Letter of Commendation by Admiral Cole, Commander, Naval Security Group Command for Outstanding Performance while serving as a Direct (fleet) support Communications Supervisor. Cited for communications and damage control training I provided to Cryptologic Direct Support personnel onboard USS Missouri which ensured greater flexibility during Persian Gulf combat operations.
Awarded National Defense Service medal for military service during Desert Shield and Desert Storm.
Awarded Battle Efficiency ribbon (Second Award).
Other (Peacetime) Deployments during the March 1989 - November 1990 time frame
USS Sterett, (CG-31)
I was personally selected to represent the United States and support the Seventh Fleet for the U.S. Navy's first port visit in 40 years to Shanghai, People's Republic of China during the first of my two deployments onboard the USS Sterett.
I also deployed onboard the USS Reeves (CG-24) and the USS Tripoli (LPH-10) for western Pacific Fleet operations.
